OPM Alerts Feds of Second Background Check Breach // Nextgov Staff

The Office of Personnel Management is alerting more than 48,000 federal employees their personal information may have been exposed following a breach at KeyPoint Government Solutions, which conducts background investigations of federal employees seeking security clearances.
The total number of employees affected is 48,439 according to an OPM email notification obtained by Nextgov.

Notations on Our World: On Another Challenging 24 Hours w/#Cuba, #Pakistan & #Israel

It has been a challenging 24 hours in our World.    As the World was witness to the grief of the families of the victims of carnage in Pakistan, The Nation of Pakistan laid out an indictment of the Nation of Pakistan in the starkest terms--no one was spared and it was released earlier by us in Twitter:




As Pakistan's Prime Minister was indicted, the one indictment that was particuarly striking was on the Opposition Leader Imran Khan.   His party is in power in the province in which this carnage occurred Although Pakistan's Prime Minister has vowed to eradicate the terrorists, Pakistan and the World will be watching because so far the Taliban seems to hold all the cards.  In one of the recent broadcasts as the world broadcasters deliberated the aftermath, Al Jazeera had a Pakistani analysts who said one key thing that is ever so poignant:   Such men are not Pakistanis--and they should only be referred to as the Taliban or TTP.    What is tragic is how Children were targeted as they were.    These merchants of death came out with another statement with images of the killers stating that they had planned to only target the "senior students".      We will continue to assess this on an on-going basis.

This week also has seen some good news.   Cuba and the United States are to resume diplomatic relations after 50 years:




What was striking is the moves that #POTUS has taken--whether it was the release of the Americans Held in North Korea and the negotiations with Cuba that began in 2013 that culminated in the simultaneous announcements by President Obama and the Cuban President, Raul Castro.     Cuban American Politicians such as Senator Marco Rubio were out in full force on US Cable Channels noting how the actions of President Obama was contrary to American Values and how the Castro rule will be sustained.  But Raul has realized that business as usual is not going work.   It may well have begun with the handshake between Raul Castro and Barack Obama while attending Madiba's Funeral in South Africa last year:


The President at the time noted that it was simple politeness--but it apparently broke the ice.   The reports we've reviewed has also underscored the role the Vatican--in particular Pope Francis--played in the rapprochement that also resulted in the swapping of the Cuban Five for US Spies who were imprisoned in Cuba while releasing an American who was also imprisoned and returned to the United States.  

As we have been on this "Whirlwind" here in #Outsiders, we have also been assessing the latest out of Israel.  Israel is facing major headwinds on the Diplomatic Front as Parliaments throughout the European Union are calling for Palestine's recognition.     This is as the election campaign has gotten under way and the latest statistic is a stark reminder of the reality of life in Israel today:




This is about 20 percent of Israel's population.      It will be interesting how the parties in power (and especially the leader of the Goverment) explains this to the Israeli Public.

Notations on Our World: On #Pakistan Today

As the World was witness to the tragedy in Sydney and came to grips with it, it is now witness to another horrific attack at a school in Peshawar, Pakistan.    A newsflash was released earlier today in the Outsiders channel earlier this morning.     As we assess this, it is also of profound sadness as we also have just seen reports of another attack in Yemen as 15 Children were killed in a car bomb.  We have decided not to release the images here that is being reported by major news outlets around the world.

The Taliban claim that they attacked because the Pakistan Army attacked them recently.   It seems as if those who claim to operate under the name of the so-called faith they espouse to must at least understand the faith and the view of the Prophet Mohammad on this very subject that could be well found by doing a simple search on the Web.    The Australian Prime Minister called all those who pursue such twisted ideology in his usual direct and eloquent way:  Merchants of Death.     What is also evident, though, is how such an attack continues to underscore the profound challenges Pakistan faces.

The World is with Pakistan today.    We here @ #Outsiders join the World in extending our profound condolences to the people of Pakistan on this trying time as grieved families bury their dead and those who are injured deal with their aftermath of their injuries.  But the leaders in Pakistan have some profound  on a multitude of fronts before them.   Imran Khan, for instance, has been pursuing a campaign to undermine the Government.   Corruption continues to be ever so rampant.   Karachi, Pakistan's commercial hub, is virtually lawless.   Baluchestan (On the border with Iran) is also virtually lawless as competing factions continue to agitate for independence in a province that is rich with natural resources.   It is also a sanctuary for Balchui agitators who periodically attack Iranian forces and kidnapped a squad of Iranian Border Guards.    Someone once said that Pakistan's Army is an institution in search of a viable country.  It holds true even today as it continues to be ostensibly led by a Democratically elected Government.    Yet, it seems as if the priorities are not set as militants continue their campaign in Kashmir and we get periodic reports of infiltrations to undermine the rule of law in Kashmir.

Pakistan is a Country of 200 Million People (almost 3 Percent of the World) with a nuclear weapon--so what happens there matters.  The question is whether the political leaders will have a wake-up call now as they come to grips with this latest in a string of tragedies that seem to have no end in sight.

Notations On Our World : On #Sydney & #Afghanistan & #Russia

Australia and the World were on edge as the hostage situation in Sydney unfolded.   Unfortunately, it ended tragically.  But the aftermath of how Australians have come together which was remarkable to be witness to.   People from all walks of life in Sydney including representatives of the Muslim Community in Australia were amongst those as reported by this image from Martin's Place and noted by the BBC based on images supplied by AFP (Agence France Press):

 It was quite traumatic as we noted it here in #Outsiders.   As the drama unfolded it was shown on live television throughout the World.     It was quite interesting how the talking heads have been at it speculating about the why and the how.   Hopefully the investigation will reflect the true nature of what happened.    It is tragic how two innocent souls lost their lives as they did as they went about a daily routine to get coffee--something that many of us take for granted.   

What is known is this:   The criminal  who undertook this and was taken down by Australian Commandos was someone who had a criminal record and clearly did not understand what it meant to live in a free Democratic & Open Society and the actions he undertook abused the privilege the people of Australia extended to him.   He was of Iranian origin and was on bail for a range of offenses.    He had pretended to  be a  Shiite cleric and then converted to Sunni Islam.     Although he was disturbed, the Commissioner of the New South Wales Police underscored the process in noting that they will investigate it to understand what happened and lessons to be learnt from it so that such trauma cannot happen again.   The Australian Prime Minister who laid a wreath at the Martin Place Memorial with his wife said it best:   "Tragic beyond Words" ,      But this humanity was shown ever more with this as Australians stepped up:




As the World came to grips with this, one other tragedy continues to unfold.    The Taliban in Afghanistan continue to be even more lethal and brazen in their attacks throughout Afghanistan and especially in the heart of Kabul.    We here @ #Outsiders have underscored the challenge of the Taliban for years.   It was ever so gratifying as we commented on the turnout for the Afghan Elections.      However, the war in Afghanistan continues to be a challenge ever so crucial as this commentary by the distinguished Constitutional Scholar Professor Turley notes and we received it here in #Outsiders: 


Report: Afghanistan War Reaches $1 Trillion And Will Require Hundreds of Billions More

158px-flag_of_afghanistansvgPresident_Barack_ObamaDespite the public pledge of President Obama to pull out of Afghanistan, we continue to spend huge amounts of money in the war and the Obama Administration has fought to keep U.S. troops in the country. Now an estimate from the Financial Times and independent researchers put the cost of the war at roughly $1 trillion with a commitment of hundreds of billions more in the coming years. There continues to be no serious debate over our ongoing losses both in personnel and money in this war.

The United States has committed to have troops in Afghanistan under the new Agreement signed.    Professor Turley's last comment in this  in why there continues to be no serious debate over on-going losses in personnel and money.    Two Americans fell within the past 24 hours ago in Afghanistan.      
As Afghanistan burns, there is also another theatre of war that is currently not as much in the headlines--Ukraine.   Ukraine lost Crimea to Russia and continues to fight for its' Eastern Region as it is engaged in a struggle with Russia.   Russia, though, appears to be paying a heavy price as the Russian Central Bank raised its' interest rate to 17 Percent to avoid a further fall in the Ruble that has lost 50% of its' value since the beginning of the year.

Part of it is attributable to the reckless adventure Mr. Putin has pursued.   Beyond that is the collapse in the Price of Oil which is causing profound headaches for all major oil producing countries.    Some who have seen beyond Oil will probably fare reasonably well.  Those like Russia and Iran who are quite dependent on Oil will suffer.  Some tough decisions will need to be made by all and some indications are already happening as budgets have to be readjusted to the new realities  as epitomized by this price per gallon recently:

Notations on Our World (12/14/2014) : On the Hostage Situation in #Australia & The Fight against the Media in #Turkey

As a new week dawns in #Outsiders, we have been assessing troubling developments around the World over the past number of hours.  The latest one is coming in from Sydney Australia:




Hostages are being kept at Martin' Place in Sydney and as we're going to press, BBC World News has live coverage of the event which is quite disturbing.     Although the apparent initial reports of the flag of Daesh (also known as the Islamic State or ISIS) is turning out to be denied,  Australia seems to have been aware of the impending threat as it carried out raids throughout Australia.    It is an on-going development and the Opera House in Sydney has also been evacuated due to a suspicious package.   

As the World is witness to this hostage crisis, there is another disturbing development in Turkey that was noted earlier:




This is another profound disturbing development as a Free Press is under attack in Turkey as the Turkish President becomes ever so paranoid and as the Syrian Inferno burns ever more.  Although it is a welcome development to have had the European Union Foreign Affairs Chief lead the criticism, it seems to have no effect on how the Government of Turkey will deal with the challenges at hand.

View of the Week: #POTUS does the Hour of Code & Other Brief Thoughts


The Hour of Code is a fabulous initiative which aims to do a simple yet profound thing: to teach folks to code.    It was a welcome scene as President Obama and Vice President Biden swung by to lend their support to this initiative.    One organization that has seen the light has been the Scouts with its' continued emphasis on 21st Century skills and the development of new Merit Badges.   Troop 772 of Laguna Niguel held one such "Geek Week-End" whereby the team was able to learn Ruby & HTML5 and create webpages. We here @ #Outsiders were witness to this fabulous day where Scouts learnt to code in Ruby & HTML5 and were able to create a website--vital skills in today's ever changing World.

Israel is in full election mode.       As we here @ #Outsiders have been assessing Israel as it gears up for the 90-Day Election campaign, one interesting development peaked our interest ever more as reported by Haaretz:




The most recent polling apparently gives them an edge.     It is ever so clear that they would have a profound challenge on their hands if they win due to the continued domestic fissures in Israeli Society.

This is as the UN continues to deal with a refugee crisis unlike the World has ever seen.

Notations On Our World: On the #CIA Report on #Torture

It has been a terrible day for the United States as the United States Senate Committee on Intelligence has issued its' long-awaited report on Torture.  Although the program ended in 2003, the findings (many of them classified and will never see the light of day) has documented how profound the extent of the deception was by the CIA at the time.    It is even more disconcerting as Haaretz of Israel noted how the CIA relied on a ruling from Israel's Supreme Court to justify torture.     This also unmasks the true nature of Israel and its' justice system that justifies torture and has insured that a defacto system of Separate But Equal is enshrined in its' law.

The Chair of the US Senate Committee, Senator Diane Feinstein of California, has gone point by point detailing the indictment of the CIA on this question.    The BBC just noted the 20 Key findings in this report which is noted in its' entirety here along with the full report:

The US Senate Intelligence Committee has released a summary of a report into the CIA interrogation program established by US spy chiefs after the terror attacks of 11 September 2001.
The full report is 6,000 pages long and the unclassified summary is 480 pages - but it highlights 20 key findings.
We've summarised them below, and more details on each are available in the full release..

What did the Senate committee find out about CIA interrogation?
1) The CIA's use of "enhanced interrogation techniques" was not an effective means of acquiring intelligence or gaining co-operation from detainees.
2) The CIA's justification for the use of its enhanced interrogation techniques rested on inaccurate claims of their effectiveness.
3) The interrogations of CIA detainees were brutal and far worse than the CIA represented to policymakers and others.
4) The conditions of confinement for CIA detainees were harsher than the CIA had represented to policymakers and others
5) The CIA repeatedly provided inaccurate information to the Department of Justice, impeding a proper legal analysis of the CIA's Detention and Interrogation Program.
6) The CIA has actively avoided or impeded congressional oversight of the program.
7) The CIA impeded effective White House oversight and decision-making.
8) The CIA's operation and management of the program complicated, and in some cases impeded, the national security missions of other executive branch agencies.
9) The CIA impeded oversight by the CIA's Office of Inspector General.
10) The CIA co-ordinated the release of classified information to the media, including inaccurate information concerning the effectiveness of the CIA's enhanced interrogation techniques.
11) The CIA was unprepared as it began operating its Detention and Interrogation Program more than six months after being granted detention authorities.
12) The CIA's management and operation of its Detention and Interrogation Program was deeply flawed throughout the program's duration, particularly so in 2002 and early 2003.
13) Two contract psychologists devised the CIA's enhanced interrogation techniques and played a central role in the operation, assessments, and management of the CIA's Detention and Interrogation Program. By 2005, the CIA had overwhelmingly outsourced operations related to the program.
14) CIA detainees were subjected to coercive interrogation techniques that had not been approved by the Department of Justice or had not been authorised by CIA headquarters.
15) The CIA did not conduct a comprehensive or accurate accounting of the number of individuals it detained, and held individuals who did not meet the legal standard for detention. The CIA's claims about the number of detainees held and subjected to its enhanced interrogation techniques were inaccurate.
16) The CIA failed to adequately evaluate the effectiveness of its enhanced interrogation techniques.
17) The CIA rarely reprimanded or held personnel accountable for serious and significant violations, inappropriate activities, and systemic and individual management failures.
18) The CIA marginalised and ignored numerous internal critiques, criticisms, and objections concerning the operation and management of the CIA's Detention and Interrogation Program.
19) The CIA's Detention and Interrogation Program was inherently unsustainable and had effectively ended by 2006 due to unauthorised press disclosures, reduced cooperation from other nations, and legal and oversight concerns.
20) The CIA's Detention and Interrogation Program damaged the United States' standing in the world, and resulted in other significant monetary and non-monetary costs.

Some 55 Countries were involved--over 20 of the European countries.     Although the program was ended when Barack Obama took office in 2009,  it still underscores the profound challenges faced by the United States today as it deals with the threat from Dayesh (also known as IS/ISIS/etc.).     What is also tragic is that the CIA Director under whose watch such tactics began, George Tenet, received the Presidential Medal of Freedom.    

Although the reports notes that the White House and Congress were lied to by the CIA,  the real truth may never be laid out.   This is as Congress continues to block the closure of  Guantanamo here many of these acts took place.  It was of note how Senator McCain of Arizona rose up to underscore how torture is ineffective, against the law ans against all the traditions America stands for.   It is even more sickening as Senator McCain underscored what many understood already:   Such efforts do not yield results and in many ways will lead to misinformation just to please the torturers.   Although supposedly the "facts on the ground" were known for years, it is still a challenge as the Obama Administration was lobbying Congress to avoid release of the report until the last minute.

Beyond the particulars, what is ever so tragic how the CIA forgot the admonition from one of the founding fathers of the United States, Benjamin Franklin, when he noted, "...."Those who would give up essential liberty to purchase a little temporary safety, deserve neither liberty nor safety...".

Notations On Our World: On the plight of Jason Rezaian & Other Thoughts

It has been a challenging few days yet again around our World.    We were quite intrigued by this from France24:




For everyone's benefit, Iran's Human Rights Chief is the brother of the Chief Justice of Iran and the the Parliamentary Speaker.   The three brothers are probably the most powerful trio in Iran Today.    His comments is especially poignant as reports also surfaced that Jason Rezaian's detention was extended yet again for 60 Days.    His acknowledgement of it being a fiasco seems to potentially bring in a sense of realism that somehow a resolution on this unjustified detention is at hand.

Beyond his comments on the Jason Rezaian case, his comments on the detention of the leaders of the Green Movement Mir Hossein Mousavi and Mehdi Karoubi may be ending soon.   Although some hopeful signs have been floated before, the fact that he's noted this is quite a development.    As Rosewater continues to play in theaters that continues to remind all of the utter brutality of 2009, it will be quite a development if this occurs.

Notations on our World: On the Latest From the Middle East

Israel is headed for elections.    We here @ #Outsiders caught excepts of the the Israeli Minister's Statement on his rationale for the elections and commented on it earlier on:


It was amusing how Lucy Aharish sarcastically noted about the "House of Fun" that Israel has become.   As the discourse continued and the Prime Minister accused Tzipi Livni and Yair Lapid of a defacto "Coup", he went on to note why he think he's the best man to lead Israel again.   It was ever so a mirror image of the discourse in the United States.   Some noted how The Israeli Prime Minister was a bit nervous--couldn't agree more in this regard.   It is quite shocking though as the fundemental challenges facing Israel are being ignored and how the politics of blame, shame and fear seems to be the order of the day in Israel right now.

As Israel enters elections season, the polls are not looking good for the Centrists (Lapid/Livni).   Beyond Israel, though, there is Syria and this latest tragedy is ever so disconcerting as the fire in Syria rages on and on:

As we went to press, we also saw reports of the Leader of Dayesh (also referred to as Islamic State) being detained by the Lebanese Army along with his child.   It may well show how he is under pressure to have sent his family out.

On an Ever So Challenging Time In the Middle East: On #Iran, #Egypt & #Syria

This has been another challenging Week-End yet again.    Mubarak was acquitted of the charge of Murder in Egypt and there were celebrations--but also demonstrations: 

Such are the heroes as they somehow find the courage after 4 years and the brutal suppression of the Muslim Brotherhood to come out and protest.    This is as Egypt had a General assassinated in Cairo this past week and the insurgency in Sinai rages on with no end in sight.

Beyond Egypt, there is Syria.    Al Nusra is gaining, Dayesh (referred to as ISIS/Islamic State/Etc.) continues to grow despite US-Led airstrikes.    We have seen reports of Iraqi Forces supposedly gaining ground as reported by the Islamic Republic News Network.   In the meantime, Assad and his thugs continue the reign of terror as well.    This picture from AFP says it all: 


How such factions are getting their arms is one of the profound puzzles at hand.   They can't be getting them all from captured Iraqi and Syrian caches.   They can't just be getting them from Turkey.  Jordan's King has said that they have full control of the border.   The only avenue is Lebanon thru Hezbollah for the Syrian Army which Iran supports.   The question is Dayesh & Al Nusra.    The so-called Free Syrian Army is a non-entity which throws the policies of the Obama Administration into doubt.    Syria's Chief Patron, Iran, has run into own set of profound difficulties though as the Price of the Iranian Currency fell as the agreement extension came into being which will undermine Rohani's  Position.    Iran also has to deal with the total collapse of the price of oil.   Based on estimates available, Iran has to sell Oil at $ 130/Barrel to balance its' budget--and it is not even close.  

The Economic deprivation is set to continue as the region continues to grapple with the insurgency that has engulfed it.

Notations on Our World While On the Grid on #Nigeria & #Israel

It has been an ever so challenging week in our World as America celebrated Thanksgiving.   The need to give thanks is something that is ever so critical daily on a constant and consistent basis.     Our World is ever so challenging as the news of the horror in Kano, Nigeria underscores the challenge we face in our World:


It is absolutely horrific to have worshipers having been attacked at the Grand Mosque in Kano during Friday Prayers.   Boko Haram continues to attack at will with no apparent concerted response from the Government of Nigeria.   Nigeria matters because it is the largest economy in Africa and 10% of the current population of Africa.

As we have been witness to such carnage and horror, we are also witness to a potential election in the near term in Israel as the Israeli Foreign Minister came out with his so-called peace plan which was frankly a bit shocking: 
But it was also interesting that he also noted that Israel has no choice but to come to a territorial compromise with Palestine.   This is as Mahmoud Abbas has said he's ready to formalize the State of Palestine with the 22% of the land originally allocated to it.    The challenge is that Israel is moving to the right and the unfortunate  fascist tendencies is of concern.  What is hopeful in Israel is the vocal opposition to such moves and the new Jewish Nationality Law by President Rivlin and Former President Peres.   Current Polls show the current Israeli Prime Minister to be re-elected.   

Beyond the immediate, we've also been witness to an extension of the talks with Iran as Iran and the rest of the oil producing nations deal with a massive drop in the price of Crude Oil.      It will present a new challenging front in the ever shifting political landscape we're faced with.
